TITLE: Manager, Grants and Contracts Development and Administration

Job Location: Baltimore, MD

JOB SUMMARY:

Coordinates and administers contracts and grants from proposal review and submission through award, with an emphasis on federal contracts. Ensures proposed terms and conditions are in compliance with applicable regulations and do not conflict with existing commitments. Acts as a liaison to internal clients to ensure timely and accurate submission of grants and contracts.

ESSENTIAL FUNCTIONS:

 Determines appropriate foundations and federal sources for funding pursuit, and assesses which RFP’s should be responded to. Coordinates, develops and writes grant proposals working with the broader GVN team to coalesce expertise and information for grant proposal.

 Provides review and oversight of grant application and some contract proposal submission, ensuring compliance with Institutional Review Board, IACUC, FDA, and granting agencies.

 With training, reviews terms and conditions of new grant agreements; and evaluates changes to pre-existing agreements.

 Under review, may review and recommend for signature clinical testing, confidential disclosure agreements, sub- recipient agreements, and other agreements of moderate complexity.

 Reviews final award documents prior to the establishment of accounts or any changes to expenditures.

 Post award responsibilities include review of all grant and contract compliance aspects, budget management, and grant modifications including changes in scope of work, budget modifications, prior award expenditures and no cost extensions.

• Contributes individually or in cooperation with others to achieve team assignments and goals. Performs short-term, daily, and routine assignments and actively participates in short-term projects providing meaningful input under moderate supervision.

• Solicits prospects to meet the organization’s philanthropic needs. Develops and executes plans for the evaluations, cultivation and solicitation of major gift prospects.

MINIMUM QUALIFICATIONS:

 Bachelor’s degree in business or public administration or another appropriate field.

 3 years of related experience.

 Equivalent combination of education and experience may be considered.

KNOWLEDGE, SKILLS, AND ABILITIES:

 Ability to assimilate and apply key practices in field as well as all established statutes, regulations, decisions, directives, and procedures.

 Ability to prioritize, plan, track files and manage information.

 Excellent oral/written communication and interpersonal skills

 Working knowledge of basic PC software packages.

 Ability to develop higher-level negotiation skills, influencing, development of novel solutions.

 Ability to effectively implement analytical and organizational skills in order to interpret facts and figures and make sound judgments.

 Ability to use sound judgment to execute multiple complicated and continuing contract and grant assignments in a timely manner.

 Ability to complete and administer complex grants.

 Ability to troubleshoot post-award grants administrations issues.

 Expert understanding of key practices in grants administration as well as all established statutes, regulations, decisions, directives, and procedures.

 Ability to act as a resource for non-routine grants administration questions.
